A variety could be enlisted if it comply with DUS criteria and have an accepted name. Also testing for the value for Cultivation and Use (VCU) of an agricultural variety is required for admission to the national list. Testing for VCU is carried out by SPCRI with collaboration of other public research institutes and private sectors.

The Board of Plant Variety Registration, composed of several representative from both public and private sector, is responsible for the testing protocols and for the correctness and reliability of the tests results.

Legal entities or natural persons can apply for listing in the National list. Applicants for listing on the National list require a representative in the I.R.Iran.
